One of the first steps is to determine the selection criteria for identifying schemes to be rehabilitated or constructed. These criteria are used to inform an initial list of project areas and potential irrigation schemes to be considered. CAVAC developed its selection criteria based on the lessons learned during the implementation of its first phase (2010-2015). Preliminary field visits are undertaken by a multi-disciplinary technical team - hydrologist, engineers, agronomist, and operations and maintenance (O&M) specialists - and with local authorities, including PDWRAM staff, to determine which schemes should be considered further. The team produces a list of schemes to be assessed for feasibility which is reviewed by farmers and PDWRAM.
