CAVAC is Australia’s largest aid program in Cambodia and promotes a commercially viable and resilient agriculture sector that contributes to inclusive economic growth. It does this by promoting profitable irrigated agriculture and an increasingly competitive agriculture industry.
The Procurement Specialist will play an important role in managing procurement and grants for CAVAC’s agricultural competitiveness and cross-cutting activities. It is expected that many of these activities will be novated to DFAT’s next aid investment and therefore the workload will rise as we near program-completion, rather than decrease.
Oversee the implementation of CAVAC’s grants, procurement, and asset management manuals, policies, and procedures
Provide advice to and support technical colleagues with purchasing, procurement, contracting individuals and companies, providing grants and administration procedures
Manage procurement activities (goods, services, works) including procurement planning, requests for tender, tender assessment and award, contract negotiations, contract monitoring, administrative tasks, and payments
Establish and maintain effective and professional working relationships with colleagues and key suppliers of goods and services
Any other activities as reasonably requested by the supervisor.
Relevant qualifications in business management, business administration, financial management or related fields
At least eight years of relevant experience managing complex and high-value procurement processes and grants
Demonstrated knowledge of the Commonwealth Procurement Rules (CPRs) and Commonwealth Grant Rules and Guidelines (CGRGs)
Demonstrated ability to perform to a high standard under pressure
Demonstrated ability to implement and adhere to project policies and procedures
Highly proficient with Microsoft Office applications, including Excel
Demonstrated ability to work well with others
Excellent verbal and written communication skills in EN and KH.
Demonstrated strong analytical skills, critical thinking, and negotiation skills.
